It was nearly three years ago when the laws went into effect. The Superhuman Registration Act forced all mutants, meta-humans and superpowered beings to register with the United States Government. Fear of what these people could do gripped the nation, and so a careful eye was kept on each. Soon after the Keene Act would follow, effectively outlawing all vigilante and masked justice, the only exception bending towards those who would reveal their identities and work for the government.
Eventually there were three routes taken.
---There were those vigilantes and metahumans who complied. They hung up the cape or armor and registered, led their quite lives on the outskirts of the battles against crime and strife that they once waged. They ignored the outcry of their former partners and friends, and simply obeyed the law and bared it all.
---There were those who took their compliance a step further, and proved their loyalty to their country and continued to protect citizens by working for the U.S. government, under their harsh jurisdiction. They are either viewed as heroes or cowards, depending on how you look at it.
---Then of course, there were the rebels. They took to the streets and skies, despite the risks. They would not compromise for there was still a fight to be fought, and they would battle on their own terms. Fugitives from the law, they worked in underground tight knit communities.
These laws were passed three years ago. The politicians and the public thought it would end much suffering and violence. They thought that it would clean up the streets and discourage both vigilante justice and criminal activity. They thought it was a step in the right direction to know who these men and women were under their cloaks and hoods.
They were wrong.
The laws and acts have been repealed as an of desperation. The country is in a state of decay and crime is more prevalent than ever. The people cry out for their former heroes, but with so many teams disbanded and having many identities known, what will be the outcome? Can, or will, they rise from the ashes to overcome the next golden age of crime?
