Standing at 6 feet tall, Thomas is a slightly overweight man, who is balding and graying. He often carries himself with the demeanor of being stressed out, because that is in fact what he is. He has darkened rings below his eyes, sometimes accompanied by bags, from the constant worry and responsibility that comes with his career. He has dark brown eyes, and an aura of confidence and leadership.
He wears suits and ties at work, and owns a coat that he takes everywhere just in case the weather is bad. He is rarely unprepared, and carries a sidearm and a writing utensil at all times.

OVERALL: Serious, old-fashioned, work-oriented, and straight forward: Manning is well respected and trusted by his team. He tries to stay on good terms with all of the staff at the B.P.R.D. and aspires to be a competent and reliable leader. He is stressed out quite frequently, because the demands of his superiors do not match the wants or needs of his subordinates. However even Manning has his limits.
He is considered a stuffed-shirt bureaucrat, and he refuses to trust the paranormal members of the B.P.R.D., regardless of the fact that their presence often determines the success of their missions and the defense of mankind. By means of following the orders of his superiors, he even placed a bomb in Roger's chest for precautionary measures, although Thomas Manning was not particularly okay with this order. He has earned the reputation of being a cold administrator by his subordinates.His punishments for disobeying orders are not feared by some, so he tries to bribe his way into their good graces

Thomas Manning was born on April 3rd of 1942 into an average, educated, working-class family. He was named after his deceased uncle called Thomas Eugene Manning. His family was a respected one, consisting mostly of factory workers, professors, and a few doctors. As a child Thomas discovered the library, which quickly became his favorite place to be. He loved that he could escape the reality of the communism scare in the United States, in which was a large subject of discussion when he was approximately twelve years old.
He became aware of politics for the first time when the Senator of the United States, Joseph McCarthy began holding televised hearings regarding alleged Communists in the army in the year of 1954. The Communism trials effected his family greatly, as his father Nathan Manning had been convicted of being one, though later was deemed innocent. While his father was separated from the family, Thomas became very close with his mother Victoria, who told him stories and listened to the radio shows with him while she knitt in her old rocking chair that had been handed down to the family from his grandmother.
Manning was unpopular among his peers in schools, because many of his peers and teachers believed him to be the son of a Communist, resulting in unfair treatment. He spent much of his time in clubs, however, as an outlet. Clubs including: chess, bowling, and debate. He found out quickly that he was very skilled at organizing school events, and quickly made his way into student government. Graduating high school with superior marks, he graduated and was accepted into Harvard, where he studied to become a Criminal Rights attorney.
He earned good marks in college, though he struggled in a few of his classes, due to picking up too many courses at the same time. Upon graduating from Harvard, he applied to take the entrance exams at the FBI. It was a long process, and took approximately 4 more years to be accepted into the established agency, but Manning trained hard and became a junior team-coordinator. With years of practice and hands on experience, Manning became an established top agent of the FBI, and a well known Team Captain, responsible for setting up teams and gathering mission information. His job didn't change much when he moved to replace Broom at the BPRD.
Upon joining the BPRD, Manning quickly became familiar and skeptical of the existence of paranormal creatures. He never learned to trust them completely, and his first assignment was dealing with Agent Hellboy, who was as he was suggested: a child from hell. A child who was very much older than Manning. After several years he was promoted to be the Director, due to his ability to manage the entire BPRD staff professionally.

Hellboy's radio came in loud and clear: “Yeah... Yeah.. Whatever.” Muttering. “You pompous shirt-stuffed monkey...” Pulling out an antiacid, he popped it into his mouth, anxiously. Some days at the B.P.R.D. proved to be worse than others, and the nights where Hellboy was on the prowl... Those were by far the worst for Manning. Speaking into his radio, in a notably annoyed voice, he said “I know you think the world is a great place, but it's not. Now be a good boy and don't be seen. You have your orders, I have mine, and mine are to keep you out of sight. Remember, you officially do not exist. Am I clear?” ... Nothing ... “Hellboy?” Another pause.
As if scripted out the television program was interrupted by an 'EMERGENCY NEWS CAST' and it's spotlight feature was 'THE DEVIL WENT DOWN TO NYC'. “Damn!” He exclaimed quietly, grabbing his coat, speeding toward the exit, he would have to go to the scene in the underground to 'persuade' Hellboy into returning to the BPRD headquarters. Stopped by another agent asking to see his pass only agitated the man further.
”Where are you going? We have orders not to leave! The BPRD...”
Cutting off the younger man, Manning shoved a folder of papers against the others chest purposefully. “Let me tell you something about theBureau of” in sync with the news caster on television “Paranormal Research And Defence.” The newscaster catching his attention again, as they pushed through a media flock trying to get an exclusive shot of Hellboy. Grumbling he pushed the other agent aside and proceeded out into the empty hall, walking in the direction of the garage. “Paranormal Research and Defence... There's no such thing...” He grumbled, radio in hand as he stormed off.
